Job Description:
Job scope: The SUD Program Director is responsible for all SUD
services provided through CHC. This includes outpatient services,
services provided in the field, and residential services. The
Program Director will establish programmatic systems to ensure
compliance with funders, cultivate a healthy work environment, and
effectively meet the needs of the individuals presenting for
service. Ensures that contract requirements are met for all SUD
services. Actively engaged with payors with HHSC, TDCJ, and any
other organizations necessary. Assists the Director of Behavioral
Health with program planning. Presents educational programs for the
general public on Substance Use Disorders (SUD) and treatment
issues. Responsible for maintaining program compliance with
licensure, contracts, performance measures, Community Healthcore
(CHC) policy and procedures, and fiscal adherence to meet budget
targets. Is responsible for Criminal Justice (CJ), Health and Human
Services Commission (HHSC), and Co-Occurring Psychiatric and
Substance Use Disorders (COPSD) program operations in Longview and
Tyler locations. Provides monitoring oversight of the Federal U.S.
Probation contract in Texarkana. Methods and procedures may not
always be clearly defined and will require interpretation of facts
and conditions and may require independent judgment. Coordinates
services with other units, agencies, and community
services.Education/licensure: Master's degree preferred. Bachelor's
degree required with two years' experience in the field of
Substance Use Disorders. LPC, LCSW, or LCDC with 3 years'
experience working in the field of SUD or Qualified Credentialed
Counselor (QCC) as identified by HHSC. Current valid driver's
license in state of residence.Experience/Knowledge: If recovering,
must have at least two years continuous sobriety.
Management/supervision experience and abilities to provide
direction within multiple programs/contracts. Knowledge of working
with the diversity of populations served. Must be able to manage
fiscal responsibilities to ensure budget compliance. Must be able
to communicate with clarity for the purpose of creating and
maintaining professional relationships with unit staff and
professionals in other service agencies. Duties are most often
performed in a general office setting with some travel required
within the service area. Overnight travel infrequent.Physical
requirements that are bona fide occupational qualifications
essential to the performance of the job: Have no non-corrective
deficiencies in the senses, particularly in sight, smell, and
hearing. Mobility and ability to bend and reach during an 8-10 hour
shift. Able to lift a minimum of 10 lbs. Sensory acuity sufficient
to evaluate, treat, and monitor individuals' needs, maintain
accurate and current documentation of services provided. Fine motor
skills sufficient to legibly and accurately complete reports and
records. Endurance to work 10 hour days.
